Write indoor navigation using iBeacon and WiFi

Need indoor navigation using iBeacons and wifi @the least for Android or iPhone. The aim of this is to detect the user indoor to the best possible accuracy. It will be great if you can show how you will use any other technologies to increase the accuracy. - Technologies:- I will prefer most of the non android/iPhone code written on the Python.
