Noise Pollution

First, we live in Long Valley, NJ 07853, the second highest point in NJ. And have lived here for 25 years. Recently, a lit a bit more than a year, I sensed like, your " 20 feet from your TV. I thought and still think this is strange. Called police many times. No search warrant. The noise sometimes is a click clock or just a general increasing in sound. My feeling is that neighbors hear it, but cannot do anything about it. And, I have heard, while working outside, a sound from my telephone - 15 Stone Briar Drive nears assistance. My wife thinks she cannot hear the noise(s), but I believe they are real. She is not the same. It seems that a wifi is utilized and +. I wear earplugs at night. Aluminum seems to deflect the noise as does a brick wall and the basement. I am pretty certain, it neighbor(s) next door. They raise your level of sleep, get to know you, which is crazy, and attempt to know or control your sleep and motivations for doing something. Is there any way to detect lower decibel sounds 37+ up to 90 + decibel levels? And, it seems like my computer has been hacked, at will, Staples, HSBC. When I turn on my computer, it blinks twice and then stays on. If I aim my TV wifi back at them at night, there are seemingly sounds of people disturbed. CARZY it is. But physical results with people matter.
