ASP.Net WCF SOAP Cronjob with mysql database

Require a programmer to create a WCF SOAP Application in ASP.NET. This application will access a private server using WCF/SOAP/ASP.NET to retrieve data. This data should then be put into an mysql database in an organized manner from which a php based website will be able to pull the information and use in website queries to display to the consumer in an auction-like environment. This application will need to be setup and run daily at a specified time with confirmations of success/failure emailed to a specified account(s) (configurable). There should be a way to invoke this in special occassions where the private service was not available due to down-time. Old data should be removed from the database at the time the new information is written to it as this data should not be available for the website to pull and display out-dated information to the website viewer. Data on the private server is updated every 24 hours.
