Also I can install and configure the application on your servers or mine. I know that opensource project very well and I can also write custom script for import data from your current database into application. We shall be able to send as many as upto 1 million. Should not be an issue. However the data which shall be provided by you should be accurate and not having duplicates which will speed up loading into database. The loading for 1 M K shall take around one day (provided data is accurate) and then we can make cycle sending 1M per day. So initial set up will take around 1 week after which 1M shall be delivered every day. Full delivery reports,bounce processing etc shall be provided.
