Background Service Application For Wireless Device

A Pocket PC/SmartPhone Application A real time Background Service Application using [login to view URL] or [login to view URL] [and not an application that just starts by putting it on startup folder]. The application should be able to check for availability of internet connection and connect to a web service to communicate both ways to update/fetch data from/to a Sql Server 2000 Server Database and the local SQL Server Mobile Database.
