Design circuit and PIC programming -- 2

Need help in designing a circuit to display a length counter on a PAL video signal and then send it through a wireless transmitter. I have the encoder needed to work as the counter, but I need assistance in: a. Design the circuit to display the counter on the video signal. b. Programming a pic processor in C code to translate the encoder pulses to a length. c. Get the video signal translated to an ip signal that can be streamed a wireless transmitter working as a router. Prefered on the 2.4Ghz frequency so a smart phone can access it. Nothing needs to be transfered more than 3-5m worst case. The circuit needs to be as compact as possible. More than happy to answer any questions if something is not clear.
