Create simple Audio/Video recording software

READ IT. Hi, is this application for Windows? I worked on a audio visualization project that required reading audio ouput and Im very familiar with Window's native library: WASAPI that process this output. The program would record any audio being played system-wide and have the ability to resume recording from an existing, previously recorded file. The output file can be in any audio format you require.
