As per my qualifications, for my nine to five job I am an Emergency Management Consultant who develops natural hazard risk assessments for cities, counties, and states. A large portion of this are GIS driven assessment maps that often require custom built GIS layers, geocoding, and the use of various ArcGIS extensions such as Spatial Analyst and Network Analyst. Did you already find someone to complete your work if not can you specify what tasks need to be done. I have installed 10.2.2. and internet connection. Previously i build maps and done cartography/gis projects. You can pay after i done this work. Best regards bojan
