I have experience in file I/O in C and C++ from various projects I have worked on. I also have a lot of free time so I can make sure to perfect the program. Reading an xlsx file will be the primary challenge, as it is effectively a zip file with all the data inside it. This could either be circumvented by saving the spreadsheets in a different format or on my end through programming. I can lower the bid and the delivery time considerably if you can save your spreadsheets as csv rather than xlsx, but I understand that this may not be possible for your application.
