Create an AI copilot application with .NET accessing GPT and MSSQL (POC) for an existing web application.

I am looking for a skilled .NET developer to create a copilot application for our existing .net application. With the copilot, users of our application should have the ability to ask general questions (e.g., when was the first moon landing), which will ultimately be answered by chatGPT. On the other hand, application-specific questions that require access to our MSSQL database should also be answered. The database has over a million entries. Therefore, the copilot should be able to convert textual questions into SQL queries, send the query, and present the answer from the database in textual form for the user. An example question for this would be: What is the dataset with the biggest total amount? As a third requirement for the Copilot, it should also be able to answer questions by extracting information from provided text documents. The copilot should be able to understand inputs in German language and give answer also in German. We are aware that currently Python is the leading language for developing AI applications. However, we want to try implementing our requirements using C# and .NET (Azure OpenAI, Azure AI Studio). If you can provide good arguments for using Python, we may reconsider this decision. Specific Requirements and Features: - The application should be able to generate code suggestions based on the textual inputs. - It should assist with debugging by providing relevant information and suggestions. - It should also automate repetitive tasks to improve efficiency. Skills and Experience: - Proficiency in .NET development is a must. - Knowledge of natural language processing and machine learning algorithms is a must. - Experience with GPT (Generative Pre-trained Transformer) and MSSQL (Microsoft SQL Server) is highly preferred. Ownership: - I do not require full ownership of the source code upon completion of the project. The goal of this project on freelancer is to have a console application that takes the text string and displays the generated response. It's really just a proof of concept. That means code quality, for example, is secondary. We simply want to find out which technology is the right one for our purpose.
