Barge Accommodation feasibility study

This is a 1970's accommodation barge (no engines, it's towed to final destination) manufactured in Netherlands for the navy, currently 3 decks, we want to add x3 more decks on top + a smallish restaurant and pool at the top deck/solarium. The barge would be completely striped out and retrofitted into 2 and 1 bed apartments, incorporating new layout with with lifts and stair core. It's at the river Thames and will be relocated to a new permanent location in the Mediterranean sea. Naval Engineer is required to provide: 1. Technical assessment of implications for: a. Relocation/towed as it is to dockyard location for retrofitting and subsequently positioned at final destination. b. Relocation/towed once major structural works completed at the river Thames dockyard and subsequent towed at final location 2. Assessment of the proposed additions against the existing structure; 3. I need to know cost efficient alternatives for additional structural works needed; 4. What are the available options to position barge on 'dry dock' at its final destination?; this is a potential option 5. The barge will have permanent external services connection: M&E The final purpose is a residential floating block
