TV Ad Monitoring Website

Hi, we are looking for someone who has good understanding of excel data (sample file attached.) Website should be able to show excel data in a easy-to-understand graphic format and also generate PDF/excel reports as per parameters selected by a user. For example if he wants to compare total number of tv ads across all channels on a particular day. Also options for data entry operators to log-in and enter the data similar to attached excel sheet.
