Creation of simple DVD menu in Adobe Encore or DVD Studio

I need to have a DVD menu created. The design is already done in 3ds Max and After Effects (I aan send you original files). Please see attached graphic for sample. There are 8 titles on the compass each of these titles represents a video. I want the compass to be animated coming into the screen and then stopping where we can clearly see the 8 titles. Then as user moves to one of the titles the compass needle will move to that title. Clicking on the title will play that video. You can create the DVD menu on DVD Studo Pro (Mac) or Adobe Encore (Mac or Windows) If you have other software you wish to use let me know. My budget is $30-$50
