Word Press Developing For Website That Is Designed

I have a completely designed website that needs developing. The Lightning bolts are supposed to appear and fade or jump around when a podcast is being played. The list of podcasts on the computer screen is supposed to scroll. When they hit play, they should be able to scroll through the site without the audio stopping. Below that is a drop down of the full list of podcasts. In the bio, her photos need to be uploaded and connected to her Instagram so they change as she posts to Instagram. The Twitter feed should only be texts tweeted from her. We have been trying to navigate the whole RSS subscription. ( if you have any experience in that department it would be great!) an email to go with the site ofcourse and we have discussed maybe the signature writing it's self ( I can do that in after effects. The problem is getting it to work on the site after.) All in all it needs to be really easy for her to go in and upload new podcasts. She's in her 40's and not very tech savvy so the easier we make it for her to do her job the better. In that respect she wants the website to be easy to navigate and understand which is why the layout is so simple. Also, it needs to be able to work on cellphones. The biggest thing with podcasting is that you usually listen on the go, not on your computer. Since the computer and microphone set up is a bit complicated, I've designed a replacement design just for phones. Is that possible?
