Looking for Latin American Email Lists

I am looking to buy email lists from Latin American countries (Mexico preferred). Just 2 requierements. #1 the list must be recently (no more than 3 months) #2 the emails must be real and the bounce (error) rate should be less than the 10% I will pay via escrow and will release just after testing a % of the list.
