100 PR4+ back links

I need 100 one-way links created to a website from sites around the Internet that are PageRank 4+. The completed work should be a list of the links created and sent to us so we know where they are, and that they are valid. It is preferred that they are not link spam, but instead links on free directories or other sites that allow it. If they are comment spam, It would be best that they not APPEAR to be comment spam (We will only accept 25% as this). Winning bid will receive the site URL and keywords to use in the link. Keywords *must* be in the link to receive credit. This project is best suited to someone who owns a network of high pagerank websites, not someone who plans on link spamming. Please divulge how you plan on doing this and your rate.
