Skype Mobile Type Application - Phased Programming

You are bidding for the intial phase of this project. I need an app for smart phones (blackberry, android, iphone, etc) that allows members to make calls and communicate with each other for free or a fee. (Similar to Skype Mobile). The entire project will be done using a phased upgrade approach. Phase 1: Phone Calls and IM – After downloading the application, members can select a contact and place a call without using their plan’s minutes (uses data plan). The text message application will be quite similar, and can mimic bbm (basic chat with profile pictures, contact updates, grouping of contacts). Members can be given unique numbers or just identified via e-mail addresses. Calls using this application may have a unique ringtone. Voice Messaging and caller ID must also be supported. At a minimum, the app should work on the latest Blackberry devices. Androids, and Iphones may be follow on work but it would be great if all can be done now (Please indicate capability/applicability with price). Follow on Phases will be awarded after Phase 1 is complete. If interested, please provide samples of other apps. Previous experience with similar application would be a plus. All code must be provided.
