Iphone & iPad app like LawStack

I am looking for a very simple app like LawStack, where I can see some documents (Like Laws that I can preload) organized in chapters and articles. With a simple navigation option, simple search option and email option of a section (exactly like Lawstack or apps like that). I just need the source, I will load the docs. As simple and fast and price reasonable as posible its better. I dont need any conection to servers its just the navigation for the files and their content. If you already have any app that does something similar and you can just sell it to reuse your code, then we talk too.
