Develop a Mac Application

I have a website with a menu which covers various topics. I want to have a virtual magazine that will have advertising and editorials inside on a bi-monthly basis starting as close to the end of April/Start of May as possible. I want the site and virtual magazine (flippable pages) available on an app in the appstore and android store. This will need to be altered for the differing magazines only every 2 months, so I need someone that can upload changes but also design the initial app. I've just started out and budget is as low as it goes however I realise freelancers must have to pay their bills too, so I'm looking for someone that will help me get this going at a low cost but as each issue is uploaded and i sell more i can pay more... please get in touch ASAP.
