Voice-to-Interactive Guide App

I am seeking a skilled developer capable of transforming audio recordings into an interactive guide within an application. This app will not only convert spoken instructions into a series of actionable steps but will also nudge users towards completing their tasks with simple prompts and confirmations. Additionally, the instructions rendered can be edited or added to by further instruction from audio files later on. There will need to be a simple input user interface (desktop/laptop based) where audio files can be uploaded by a user identifier. The output user interface will be where subjects receive instructions and is consumable by either a phone or desktop/laptop. This project will live on a B2C platform hosting several businesses and their customers. There must be strict segregation of each business and their customers. There must be an admin portal to manage Businesses including payment processing, subscriptions, and storing agreements. Prior experience in HIPPA compliant app development preferred.
