Write an Android application

I need a simple DO NOT DISTURB app. The app should be able to stop ALL calls/texts/notification events etc and effectively silence the phone. All incoming calls blocked All incoming calls blocked except for emergency calls (3 calls from same number in 5 minute period) Block all incoming calls except for those contacts on a whitelist All sounds blocked / masked All vibration blocked / masked All alerts blocked / masked All text blocked / masked All social media blocked/ masked All i-messages blocked / masked All pictures blocked / masked All email blocked / masked All video blocked / masked All news blocked / masked The app should open up with a splashscreen graphic and and then go to the configuration screen which will be a set of on/off sliders with the options above. There should be an option to apply the above settings for a fixed amount of time e.g. 30 mins / 1 hour / 2 hours / 4 hours etc. If no time limit is selected then they apply as long as the app is active. Once the options have been selected then the app should block whatever has been selected until the app is exited via the 'Exit' button and this would turn everything back on. The app must continue working in background mode and even when the phone is locked. This will be a FIXED PRICE contract and should be completed within a week with a maximum budget of $250. Payment will be made once the app is approved on the Google Play Store - there may be the option for milestone payments.
