Write an Android application

Need to build an Android App for tablets Designs/UI + web APis + admin panel Purpose is to display advertising pages , that will rotate or loop every minute , (ideal candidate with experience on online / digital magazines) this is more like a classified type , where customers are able to post their ads , per city and be able to display I will need to have access to Admin panel for billing , customer info , etc . also each customer , this is pretty close to this app , but I only want pictures to be display [login to view URL] This will be a private app , not a public app. contact me for details, please do not bid if you dont have prior experience or you dont have live example of apps with current downloads. do not bid if you dont have portfolio / company website
