Create iPhone App

I need an iPhone app made. The purpose of this app is to help users learn new English vocabulary words. I will provide the design, detail descriptions of each page and each button/option, and the database of words. I will also need the coding provided (on milestones) so I can load it into XCode and check it. I would like to the code to have comments in it as well. I am willing to spend up to $250 USD for a fully functional version, and another $100 maximum for some changes and updates. I would like it to be complete by December 20th.
