Live Chat Web Client Development - Highly Customized

We currently have a website that offers live chat services through a web-based live chat client, similar to LivePerson and BoldChat (however there are some distinct and significant differences). The system should enable website visitors to click a button and/or text on a website. This button/text will enable them to interact with an operator on the back-end (who will speak with the via an operator console, where they can chat with multiple visitors to multiple websites). We are a live website/company, so this is basically a redevelopment of our core technology to better cater to the needs of our clients. We are looking to have our entire back-end live chat system rebuilt from the ground up. One of the nuances of this system is that, not only is it a live-chat system similar to LivePerson where the user can receive live chat inquiries, however there should be the option to forward inquiries when the user is not available on to another user on a different account. This 'second tier' operator will be receiving inquiries from multiple accounts. Additionally, all the same features as other prominent live-chat clients should be included (real-time visitor monitoring, chat forwarding, operator-operator chats, e-mailing of transcripts, automated pop-up messages, etc.). A full spec sheet of these features will be provided to the chosen winning bidder. Currently, we are utilizing AJAX and PHP, and our operator console is web-based. In this new build, we would like for the console to continue to be web-based, however we would also like for there to be a robust Windows-application for the system (not just a modded browser window, but a complete Windows app). The script for our current system will be available to you, however we would like for the system to be completely rebuilt from the ground up. We have had some problems with the existing system, and have made many changes since its inception, so this should be treated as a 'from scratch' project. Additionally, the primary goal in the short-term is to get this system developed and launched as soon as possible. That being said, we would like to bring the developer of this system on-board to our company once the development has been completed for at least a part-time, ongoing position. This part-time position would be mainly to perform upgrades/maintenance/fixes to the live chat system, and some other small technical projects. This person would work with us for approximately 20-hours per week beyond the conclusion of the development of the live-chat system.
