Google Keyword Tool (with API key)

I am seeking a perl programmer who can make the following: A perl script that can get search terms from a database (around 20 a day), finds the local (Dutch) monthly search volume for that search term from Google External Keyword Tool and inserts that into the same database. I found out that can be done with API, but I don't have an API key from Google, so that's part of the project too.
