Need Several MODs in PHP

The MOD that I need is a question answer MOD where users can post questions and answers. The user that posted the question can pick the best answer. Users that post question cannot answer their own questions. The questions does NOT have an expiration date. My website has a Point system where the users gain points to do tasks like post pictures, write blogs, send messages, etc. Well, I want the users to gain points when answering and posting questions. The administrator will determine how many points to give per questions and how many per answers. ADMINISTRATOR 1. can post, edit, remove questions and answers. 2. Determine how many points to give per every answer. 3. Determine how many points to give for every question. USERS 1. can post questions and answers. Additional details will be added as requested. MASS EMAIL MOD I have a mass email, but my hosting provider does not let me send more than 50 emails at once, so I will you to fix my mass email in order to send 40 emails every 5 minutes. When I send emails to all users at once, the script must work in the background after clicking on sending and send the emails to all users by sending 40 emails every 5 minutes or every hour.
