A simple Facebook application

I need a quick facebook application that will allow facebook users to be eligible for a raffle after inviting and getting 10 friends to register for the application. The registrants will also need to invite 10 friends to enter the raffle. After a given period of time, raffle will end and the winner will be announced by the app. th eapp needs to pick the winner itself after the given time. I need to app's canvas to be constructed in classic asp. that is the only MUST there has to be.
