Human Powered Q&A Search Engine

I am proposing a new type of search engine that is powered by brain power and human knowledge. I know it sounds strange, but this is what I would like this website to do. ===================================================== Overall Premise: Users can go to my website [login to view URL] and have any question that may be on their mind answered by a self proclaimed "expert" in any given subject field. These "experts" would be in the form of average every day online computer users who would agree to be an expert for 2 reasons...One is that they will have access to the site to ask questions themselves. Two, they will have the ability to make the top 100 smartest people on the web list that will be hosted on the main page of my website. How it should work: In order to send a question, they user has to register and tell what area of expertise they posess. They are required to answer at least 1 question for each question that they ask, but may choose to answer more. When the user goes to the website to ask a question, they should ask it in plain language and then select the particular field that the question falls under in a pull down menu. Once they press the send button, the question will be queued and the question asker will be able to choose which expert online they would like to pose the question to (They would be able to see the experts ratings at this point) . The question will then be routed to the expert they choose. I would like the question box that is being sent back and forth to have an administrator control on it to be able to add text links and/or small banners. In order to maintain the integrity of the system, the question asker will be able to rate the response of the "expert" and the expert will need to maintain a certain level in order to retain their status as an expert. We should even have a "Top 100" list for the highest rated experts to boast their intelligence. Also the expert should have the option to report any abusive or offensive questions that would go negatively on the question askers account. Also on the main page I would like a section to show the previous few questions that have been asked, and how many experts are currently online in each expert category. This project will likely require HTML programming, Database, Java, and maybe even a little C++ programming. I am not sure what kind of web based programming may be required here, but it is my guess that there may be some kind of physical software that would have to be developed in order to receive the question and respond? If I could keep this all web based, that would be preferable. I am definatley open to suggestions here.....Maybe even some kind of add on web browser tool bar that would allow people to ask and receive questions from their web browser. The overall web interface portion of this I would like to keep relatively simple, somewhat like Google or Ask Jeeves [login to view URL] , but I still need to convey how the thing works, so a little more clutter may be required Well...Are you up to the challenge? Is my description clear as mud? :) I am just a poor working stiff, so my budget is limited, but I look forward to your proposals.
