Pocket PC 2002, 2003 and WCE.NET Dictation Recorder(repost)

We are looking for a C# or VB.NET Pocket PC 2002/2003/.NET Guru. This has to work on PPC 2002, PPC 2003, and [login to view URL] and has to be provided with a sample application written in both VB.NET and C#. The DLL has to be fully compiled and tested in an emulator (x86) and all the major processor types. The DLL has to be provided in evaluation mode with the sample application (in source) and we will test it out. Please bid your best bid, but bear in mind we are willing to pay for quality work. (More details in Spec). Here is the starting project plan order, can you please begin by producing an interface with the 'Space Age' look and feel of a dictation recorder for PPC. Please make this skinnable and send us a sample of an EXE with all the buttons in place (with no functionality yet). /// STAGE 1 - Make the Control Interface, and setup the project so it is a proper .NET component - Make it compilable (All Look and feel with no functionality) /// So please add buttons for Record, pause, play, forward, rewind, fast forward, fast rewind, a time slider, load audio, save audio, about button, a digital clockface for elapsed time and total time, and please make it look 'space age' and very modern with the skinnable interface. Please provide a sample VB.NET and C# example of this with no functionality compiled to Emulator PPC 2003.
