19732 points based auction

I need a programmer with core competency in database design and dynamic generation of content. I need an auction site (developed/amended from existing) that is points based. how it will work is that people subscribe to the site and pay a monthly fee. they will be allocated with X amount of bidpoints per month and x amount of free listings (depending on their level of subscription). in which they can use to bid on other items. the points of the winning bid can then be automatically transferred to the one who submitted the item for auction and the bidder only pays the cost of postage/shipping the item. this way people earn more points the more items that go up for auction which they can then use to bid on other's items. there also needs the capability of purchasing more bid points (in packages) at anytime through the site. all other standard addons such as feedback, watchlist, favorites, profile etc etc will also need to be available. I am on a limited budget for this project. Only bidders that CAN deliver please bid.
