Creative Modern Web Design needed

Hi I am looking for the best creative designer out there... We are currently updating our website. I require a full new design for all pages. I only want those designers with experience in dynamic websites so they know how pages should be built. Expert does not need to do any programming and maybe even PSD's are fine but best if user can provide valid XHTML and CSS files. I only want Creative, Modern Designer, please if you do not fit this then do not bid. $400 budget so please don't bid higher, best portfolio and bid will win. When adding portfolio, please do not display a list of sites in the PMB, I would prefer to visit your website a view your portfolio from there. Expert should know about Social Networking Feeds/ Twitter/Facebook/ DIGG/ RSS etc and know where to integrate this. Also they should know about commenting via their social networking profiles etc. Good luck. Andy
