Private internal sales Web App

I will evaluate contractors for a advanced job mainly based on Dojo toolkit / Phonegap. Generically speaking, we want to develop a "internal" catolog/shop for a sales network, with customized views related to users levels. The app will be at least on 3 customized view / levels, 1 final retail customers, 2 remote sales agents, 3 internal sales agents, where 1 is the lower level and basically the app must collect and send orders from a catalog. The choice is on Dojo because it's better to start with a structured framework for a compelx enterprise work, even if for sure it can be done using jQuery DOM manipulation, but we are very afraid of "spaghetti code" (difficult to mantain) and his is not what we want in long term. Client side app must be intelligent enough to self-adapt to desktop / mobile, and possibly some phonegap API is involved (for example to read something from a USB barcode reader), must work OFFLINE also (portions of DB must be download and stored locally bacause the app must be used even if no network connection. Then ORDERS can be uploaded in a batch when connected. Local DB must be uploaded also from remote DB when connected). Just to give you a very general example of catalog.
