Payment Website like Paypal

I am not a specialist and so may not understand the technical details involved. However, I need a website/software that looks exactly like PAYPAL in terms of features. It should be bilingual-ENGLISH and PORTUGUESE. It should be automated as much as possible with little human interference. All features can be enabled or disabled if necessary. This website should generally be designed in such a way that will appeal to new generation of internet user; it should contain viral marketing feature; an exit survey feature, etc. Apart from processing international credit cards, it should be able to process local or country-specific cards that I may decide to include. An added advantage will be the ability to suggest innovative ideas that will make this project competitive in the market. And You should have experience in search engine optimization. The programing language will be decided by you. Another requirement is good customer service before AND after sales. This project should be completed within 2 months after approval of proposal.
