webmaster/ programmer to finish the job

Hey Guys, I have a complete web design and programming done, but for some strange reason the supplier kind of disappeared at the end. Really all I need is a webmaster with PHP programming skills to move the program and website to the home page without messing up SEO configuration. For honesty sakes the programming is messy that it would make the migration a bit more challenging. If you do well I also have few other things to add to the program
