Interactive Website

Hi, I want to convert an Excel App Forms into an interactive website. Preferably PHP. Basically there are about 10 forms you go through to get a result. It needs to be secure allowing only people with username and pswd to log in and use it. There should be an admin page which allows a username and password to be entered, and the number of uses.
