Web Program To Subscribe To Autoresponder

Hi, This is a simple project for a good programmer. We have an autoresponder setup with different autoresponder messages based on which product customers order. What I'd like to have written is a system that would read email addresses from a certain email address (we will set this up) and the emails being sent to this email address would be order confirmations. I've attached a sample of the order confirmations. I'd like the coder to search four pieces of information from this order confirmation (BillingEMail, ContactMe, SKUID, SKUDescription) Basically if the customer's ContactMe field is 1, we will go to the next step which is pulling the SKUID or SKUDescription. If the ContactMe field is 0, we will not go forward with this customer. The program should then take the customers' email address and send a blank email to the correct autoresponder based on what the SKUID or SKUDescription is. For example, if the person ordered Finding Nemo, the program should send an email to [corresponding email address]. This will subscribe them to the correct autoresponder. Again, I've attached a sample of the email the program should parse. I'm open to PHP or Perl or ASP but I really would like a control panel interface where I can add different SKUIDs and their corresponding autoresponder email address. Buyer will receive exclusive and complete copyrights to all work purchased.
