Use a company's API to create Bulk SMS site

This project is about Bulk SMS. We want to connect to a company's gateway through their API. Please find details about the API in the zip file that I attach. And have a look at their interface from the screenshots,we want something like that but it should give you a "feel" about how we want it to work. We want the user to be able to select from a list of packages (10? 20? etc) and pay using Paypal Payments Pro. Then he will have i.e. 50? in his account and he will be able to send SMS. We want the user to be able to select from a list of packages (10? 20? etc) and pay using Paypal Payments Pro. Then he will have i.e. 50? in his account and he will be able to send SMS. I want the following features: 1) Scheduled SMS sending. The user creates his SMS and chooses the date and time that he wants to send it. The SMS goes into a queue and you will create a cron job or I don't know how its called so that this checks for the right moment and sends it. 2) Delivery Reports of the SMS that have been sent 3) Statistics of the SMS that have been sent in graph (daily, weekly etc) according to SMS count and Telephone Provider. 4) The ability to send Greek SMS, according to the codepage Windows - 1253. This is important. Unicode SMS supports Greek characters BUT it lets you send 70chars per SMS. Using Windows 1253, you can send Greek characters like normal, 160 chars per 1 SMS. There is a conversion list, I'll send it to you. 5) Ability to load up a list of contact numbers in xls / xlsx / csv / txt The user will have an excel file with 1000+ contacts, contacts can have either only mobile phone numbers, or phone numbers and names. 6) Ability of your application to have different prices for different providers. For example every phone number that starts with 30697 will cost for example 2 credits, all others will cost 1 credit. He will upload the contact list, and will have the option of uploading multiple different lists that will be saved in his account. Then he will choose a list and send SMS to this list. Obviously, he will also be able to send an SMS to just one number from the list or just type a mobile phone number (without a list) and send. I had given this project to someone, but after 2 months he failed to deliver and so project was cancelled. So I need someone who will do it responsibly, PLEASE only bid if you are 100% confident that you can do it without hand holding. We have already found the template for the site so you will be developing it live on our server. Don't worry too much about the website, we can do it ourselves, what we want is mainly the application, not the web design bit. But perhaps if we get stuck somewhere in Joomla you can help, but that would be minimal. Also you need to be available for bugs and technical support for the first month, after that we can arrange a support per case payment in terms of bonus. (for example in 4 months we might want to add 1 extra feature, this can cost for example 50$) It is very very very important for us to be ready soon, so also please tell me how long you think it will take for you to do it. There is also the **possibility **of using 2 different APIs from 2 companies. In this case, we want all SMS that are sent to numbers that start from 30697 to be delivered from company A and all SMS that are sent to numbers that start from 30694 and 30693 to be sent from company B (different API). The other company's API is here: <[login to view URL]> Please tell me 2 prices, one will be with just one API as I explained above using HTTP or PHP, you decide. Also please tell me how much EXTRA you want to implement the second API which I believe is in PHP only. If we decide to go with 2 SMS Gateways, I will post another project for the second API and you will be privately invited. But we mainly want to create this with a low budget so we can start with 1 API.
