Web site submission site

I need a very simple site Designed and set up that will allow people to enter their site details in and purchase a site submission package for the low cost off $15 US. 1. Complete Professional looking web design 2. Coding using PHP and MYSQL 3. Testing The system should allow for customers to have an account and a page that displays to them all web site submissions to date. Obviously all the account normalitys should apply. ie. Forgot Password email etc. Simple account and user details stored, updated. 1. Users validation must be enforced. All users registering must enter a number based on pictures displayed on screen. Users will be sent an email which they must click a link on to validate the email address that they are using. All of this is typical user validation. 2. User site must validated and their metatags retrieved into a form for them to check before submitting the site for submission. 3. Payments are to be made through Paypal. 4. Customer database is to be maintained. 5. Users will receive an email stating that they have been successful and site submission will take up to 24 hours Site should be simply organised as a wizard. Step 1 - Registration Step 2 - Web Site Submission details and Meta Tags retrieval from user site. Step 3 - Payment using Paypal Step 4 - Confirmation Page that submission has been successful and email to user saying they will be email withing 24 hours with a submission report.
