Script to update new user/subscriber list

I need a script written and installed that picks up the new users from the database from ....date to ....date and exports in a csv file. I have my newsletter hosted externally and I do not know the code string to export from the database, so I want a script that will pick up the new users and new subscribers so I get a csv file in either tabbed or semicolon format to upload to my newsletter hosting company each week before I do the newsletter. If not sure about the linux operating system but I have a nuke php 8 website.
