450019 deposit funds script located in NEW YORK

(if you have time zone similar to new york usa that would be great!) Scriptlance has a payment system where you can deposit funds into your very own scriptlance account. I need this for my website and its users, My gateways will be paypal only. I believe this script is ready available it is called "WHMCS script" my site is in smarty and php. so it will need to be inegrated. This is for my dating website which is using the osdate platform. basically when my member deposits funds into website, then they can send a date invitation to another member. if the other member accepts the invitation then the users account will be both debited $5.00. I need programmer to create module for this, 99% of the stuff is already there I just need a programmer to make it all work.
