IRC Bot in PHP with logging

Write and build a custom PHP bot that can log IRC chat rooms. The program needs to store all of the information of users and to be able to reconnect to the server if it is kicked from the channel. It also needs to work over TOR and to be able to register new nicks. It should be able to control TOR and ask for new identities.
