Comment website completed *must have experience*

I am looking for someone with experience with comment sites and available during normal USA hours until 10pm EST and as early as 7am. Please b able to meet at least one of those requirements and tell me which. I have a comment site that I need to have fixed. It is not perfect and the ads aren't correct and I need it to function more like [login to view URL] and other top comment websites. It needs SEO so please be knowledgeable about doing seo. I need a better backend and updated one. I need this done urgent. The economy is bad right now and all I have for this project is $30. Payment upon completion.
