create a custom CMS for an existing webiste

I run a website called [login to view URL] We have approx 47,400 pages indexed in google and service the entire country using contractors. Currently the system just emails me a booking and i pass this on to the contractor. This takes toooo much time. What i need is a custom CMS built to do the following: 1. Collect the data from the booking form and save it as a lead 2. Match the POSTCODE from the booking with the CONTRACTOR designated to that postcode. There will need to be a section built for contractors, i need to be able to add contractors -Name -Postal Address -Business Address -Phone 1 -phone 2 -Mobile1 -mobile 2 -Fax -Email 1 -Email 2 - Then add postcodes "unlimited" (you work out what format) so that when somebody makes a booking on the website, the CONTRACTOR who is listed for that postcode is sent the job booking with the tax invoice. - The Tick the boxes for the services they will cover. - Tick Boxes for: Curtains, Roller Blinds, Venetian Blinds, Rugs, Persian Rugs, Mattresses, Lounges, Tile & Grout Steam Cleaning, Office Chairs, Scotch Guarding, Residential Carpets, Commercial Carpets. - The invoice will include the job details in the body of the Description - The email that is sent will also act as a Tax Invoice with a pdf version attached. I will send this to the winning bidder 3. The system must generate Tax Invoices to be sent to the contractor automatically with the booking - I will supply a template, the Tax Invoice must be pdf format when it is sent with the booking. 4. I need a pricing system built into the CMS also, this will allow me to add/delete/edit services and their prices, this will then change on the following pages: [login to view URL] & [login to view URL] The [login to view URL] page will need recoding in the section called "Please select a service you require" The user will need to be able to select the service they want, then enter # (m2 or quantities) defined in the cms The user will choose their service first (1, 2 or 3 services at once) then options will appear underneath each service to enter sizes or amounts.
