A paypal website

A simple pay-pal site. The concept of the site is that individuals will pay for a space on my website. As a reward for paying, The individual will be able to type in a single link to their own site. The price that the individual paid for that space will also be displayed next to his/her link. So if a person pays .10 cents for a space, that space can be bought by someone else for only .11 cents. Once they click the "buy" button, they will also need to be able to enter a website link that will show up AFTER they have paid. they will be shown a disclaimer saying that there are no guarantees, no money back, all sales final, etc. They must agree to this disclaimer. This site needs to be very secure. This site should be little to no maintenance. Please list how much and how fast you will do it.
