Updating Website to Word Press and Update WHMCS

We have a website with all contents in HTML and CSS and js files. The website is working flawlessly but we like to upgrade the design of the website to a more elegant and classy look by using WP and some jQuery sliding images. We have all the contents and you don't have to update any content or javascripts however the winner should provide the Word Press theme and load our contents and pages into the WP. In addition we have WHMCS V.4.5 and we want to update that to V.5.03 without losing any database. This is a simple project for individuals who have previous experience so "PLEASE" pay attention to our budget. The winner should be willing to communicate with us effectively via skype, phone, or google talk after the project is granted.
