Web App Needed

I need a relatively simple web app made. Please tell me what language you will be using to produce it. Basic Functions (admin side and user side) Admin Side: - allow me to upload items in sets of 4 into categories - each item will include an image, an MP3, and a line of text - item groups of 4 will be in order of when they were added, but the order should be changable from the admin panel - items should also be able to be removed - markers should be able to be set to determine starting points User Side: - user will select a number, which will determine which item they start from - user will see 4 images, and hear the MP3 and see the text from one of the corresponding images - user will click on the images looking for the one that correctly corresponds to the MP3 and the text - if correct, user will be notified, and the same 4 images will be scrambled and another corresponding MP3 and text will play. User will again try to select the correct image. - Once all 4 in the set have been rotated and correctly answered, it will move to the next set of 4 items in the list Please give me information on what you will code this in and why. It will need to be very sleek and modern looking.
