Add a Shortlink PTC to site

Okay, So you want to add the short link advertising system, right? I mean, a user will create a short link for a long link. Then he will share the short link with others. Other people will visit the short link and after showing an ad on the short link page, you will redirect that particular user to the long link. Is correct sir? Or you may ask a registered user of your site to visit a short link provided by you and after they visit the short link, a certain amount of balance will be added to there account?
