Build a Website for online journal publication

This website is basically meant to accept a registration and a .doc or .docx file to be uploaded considering a small database. This website has to contain multiple webpages (say about 15 webpages links). As this is an online journal publication (electronic publisher) authors will be depositing amount, so this webpage need to have a page link* (to the payment gateway).
