Create an c # .net application to modify large fixed width text file based on some rules -- 2

HI, I can develop a utility using .net (c#) which will take as input two files. These files will than be check as per the rules which we will put. Once these are verified the result will than be run against each other and the differences will be merged. I will use EF to process this operation faster. The complete app will work as a wizard and you will be able to look the proceedings on the UI. Regards
