Create a responsive website with links to open an app on the phone

I need a responsive website done which has links when clicked will open vlc player app on android (phone and tablet); iOs( phone and tablet); PC and MAC and play specified network stream URL. This whole setup needs to work without internet access from any of these devices. And if VLC player is not available, ask people to install one and also share the url if they want to play it from a different video player.
